BUGSPLAT ISSUE

I decided to wipe my computer beings i havent done it in over four years. After wiping it and re installing windows 10, i re installed league. it loads up great but after champion selection it doesnt go into the loading screen and bug splats. I decided to take my desktop to my buddies and re download league at his place because he has faster internet. League worked perfectly fine. Brought my desktop back to my place with slower internet and then it starts to bugsplat again. i have tried everything i can think of and every solution on the internet and yet nothing. Any help would be fantastic! Thanks!
