CDR Bug on Azir

Was playin' Azir and went for my max 40% cdr build, suddenly i ended up on 41% and was like "probably from preseason" and thought that it was changed to max 50%. I checked and it said that I had 41% cdr from max 40% cdr. Here is a picture of it ingame : https://twitter.com/ItsSenzeey/status/664874660832636928

if you use the cunning tree can't you get it to 45%?
