Client auto declines ready check and often delays in champ select, forcing me to dodge

This happens more often then not, if the client feels generous enough to let me accept the ready check, I get put into the lobby, where I am trying to pick my champ, next thing I know, the timer is at 0 for the first person and nothing is happening, about a minute later the client un-freezes and it says I dodged in champ select. This has happened top frequently now that I'm being penalized and have a dodge timer. Why the hell is this happening and how do I fix it?
