A CHAMPION WHO HAS NOT BEEN BANNED CANNOT BE BANNED BECAUSE THEY ARE ALREADY BANNED???

Sometimes, when banning champions, I am unable to ban champions because according to the game the champion has already been banned, when it hasn't. This has costed me a few crucial bans, as I am forced to ban someone else nearby because of time. It also has banned me from Que for not banning anybody. This is really annoying, and must be addressed. This happened last with Draven, and I'm awaiting the end of my ban timer as I write this.
