Can't Install or even run LoL

Yesterday I was playing LoL and it was running fine, a little laggy but other then that it was fine. Today however I could not connect to even the launcher, I got a RADs error saying it couldn't connect to the HTTP server. I looked on several threads and discussions on how to fix it and nothing worked. I decided to try un-installing it and then re-installing it. However, when I went to re-install it, the link that lets you download it wouldn't connect for some reason. It says "This webpage is not available" because http://l3cdn.riotgames.com/ShellInstaller/NA/LeagueofLegends_NA_Installer_9_15_2014.exe took to long to respond. I know that there is nothing wrong with my internet because when I tried playing on my laptop it works fine. I've tried disabling windows firewall, clearing cookies, and other little fixes that don't seem to be working. Any Help is greatly appreciated!
