You can't buy a skin if that skin is currently on sale. Today Frozen Shen is on sale with a bunch of other skins including Challenger Ahri.

it's confirmed as a bug, it happened with someone trying to buy a Justictar Syndra bundle

http://boards.na.leagueoflegends.com/en/c/miscellaneous/uQERzEsh-challenger-ahri-storms-back-into-snowdown At the note at the bottom of the post, it says you can't buy a skin if it's currently on sale. IDK if Justicar Syndra was on sale or not, but I'm saying for Frozen Shen this is why.

The Syndra skin wasn't on sale, however Syndra herself is on sale, and the person who couldn't buy Justicar Syndra did not own Syndra, so that's likely why it wouldn't work for them.
