Issue with Champ Select and Mastery Page on profile

I have had this problem ever since I started playing. Reinstalling the game fixes the problem for like 2 weeks then I have to do it all over again. When champ select comes up the screen is only black and I can't click on anything except my friends list and the other two icons next to it. When ever I go to my profile and then Masteries I am only greeted by the sandy-colored background. I have looked into and for some reason this problem doesn't persist with anyone else. No one has made a post from what I could tell.

I've had my friend log in and it also doesn't work for them. I logged into a different computer and it worked then. So it is the client on my computer that is the issue. https://gyazo.com/229e050cadcda2d84d5febbd08357eed (Looking at Masteries)

I will probably add this to the Help board as well, since I think it is a bug and need the support.
