[FPS] Drops After 9.22, Can No Longer Play Game [GAMEPLAY] [CLIENT]

Ever since the new patch has dropped, I have found that when I go into games, the FPS will drop at random from 02-05 during teamfights. At first, I put this down to perhaps my laptop, or my internet. However, my internet is at a steady 79 mbps on fast.com, and my ping tested at 28-60 over a period of hours. My laptop, while not the latest, is only about three years old, and has a decent processor and video card. I recently updated a bunch of stuff in it as well and got a very nice fan to help ventilate it, so it's constantly at a cool temperature. After speaking to some other players, it appears everyone in my group was also having these problems, and I'm pretty sure it's on Riot's end.

What gives? I don't expect to clear plat or something in the few days of the ranked season that are left, but now I don't see myself playing any ranked at all. I can barely play ARAM. I just left a game where we were all experiencing issues. I would've liked to at least try to climb a bit for the last week.
