[GAMEPLAY] Extra Smites In Twisted Treeline

1. Take smite
2. Smite
3. Either goes on full CD or 15 CD with another smite available.

In twisted treeline smite starts without a counter(no number is displayed on the icon) then on the first smite it either goes on a full cooldown or a 15 second cooldown with the extra smite counter. This is extremely frustrating because it can give an unfair advantage to either one of the teams. Both outcomes seem to happen about 50% of the time.
