[GAMEPLAY] Incredibly weird loading screen bug

So I started up an ARAM with friend tonight at around roughly 2:40 AM Central and I got Azir. However I never fully loaded into the game, or so I thought. It wasn't until after I heard game sounds from my client, ie., shopkeeper chatter, Azir quotes, and the announcer, that I realized I had actually loaded in my game . I could move, use and upgrade abilities, ended up playing around a little with my friend trying to guide me but I decided to stop before feeding too much. Its almost as if the loading screen was just overlayed onto the game and never removed when finished loading. The percent sign stopped at 7 with a ping of 53.

I restarted both the game and the launcher client, yet to restart my computer. Just thought to report this bug due to it being extremely game breaking. Photo attached to show the loading screen when controls were available.

In my 4+ years of playing I have never encountered such a bug, and while it is funny and entertaining, if it affected any important ranked matches there could be a lot of issues. Will test it out on a custom game to see if it continues after this current match is over.

Edit:: Restarted computer and also tried a custom game with a different champion, no change.

Edit2:: 1 day later and another attempt at a game. Same result.
