My post wasn't about the idea of the Hextech Chest system (which I stated I liked anyway), it was about one of the mechanics involved in it. From the wording of your comment you'd rather focus on your own negative views on ppl purchasing items with real currency tho, so fine, let's get into it.
Like nearly ALL 'Free to Play' games, there is a cost recovery element built in, and LOL is certainly no exception. Like BOOSTS, the Chest system does two things. It allows people who can't (or choose not to) play as much to be able to purchase things in game with not just in game currency (which required grinding if you have something in mind and want to save up for it), but with a cash shop as well. When companies do this in such a way that it doesn't provide in game balancing issues, then I like it. Such is the case here. It has ZERO!! to do with good marketing, and more to do with some people (myself included) preferring to spend their time having fun rather than grinding out new champs.
I earn $100 an hour in Real Life and find it more agreeable to spend a few of those dollars in game rather than spending 100's of hours in game getting the same benefit. Let's do a quick bit of math to illustrate my point. One 20-25 minute BOT win gives about 40-50 IP (I play pvp sparingly because of the toxic nature of many of the people I meet in those types of games). So to get a 6300 IP Champion it'd take me (at a minimum with no boosts) 126 games, or 42 hours. I'd rather either purchase the champ outright, get some boosts and do it in 10 hours, or buy some chests/keys and have some fun and excitement trying my luck with the chest gods. 1 hours work in RL gives me $100 as I said, which translates into approx 12000 RP, or 6 of the special '10 + 1 Hextech Chests/Key' Sets @ 1950 RP each, which = 66 Chests. That seems like a good deal to me. And add on to that the chance to get some wicked cool skins (eg. Legacy, Epic and Legendary) many of which have previously been discontinued and so haven't been available to me as I've only been playing for about 12 months. Got a bunch of those so far and totally love em!
But again, my post wasn't supposed to be about that. It was instead about what I feel to be a broken mechanic within the system. Namely that if you don't want a skin, and re-roll it (and two others), then I don't think you should be able to get one of the same skins back on the re-roll.
