Playing Ranked Games Pre- Level 30

I need some help understanding how users using Pre Level 30 accounts in Ranked? Just played a game with a level 10 in my last ranked game!! Please explain how this is possible? The game was over in less then 15 minutes as he was a true level 10. Please help me understand what just happened.
