Explorer masterie
One of the new Masteries is called "Explorer". It says: "+12 Movement Speed in Brush and River" I tested if these "+12" are affected by percentage movementspeed and found out that the +12 drops to +10.

One thing to note about movespeed in this game is that it has some soft caps, and once you reach a soft cap, then bonus points of movespeed are less effective.
To be specific, once you reach 415 MS, every extra point of MS is 20% less effective, and once you reach 490 MS, every extra point after that is 50% less effective.
