[CRASH]

hello, I had a water problem with my pc I had to install a new windows and since I can not start a party, and I'm sent a message that says "the program can not start because dx3d9_39 .dll is missing from the computer.try reinstalling the program to fix the problem.I try it all, directx, install dx3d9_39.dll, copy this program from another pc that works well but nothing works and something else weird before trying all that I saw that I had dx3d9_39.dll on system32 and on sysWOW64
