RUNES NOT WORKING

It happend to me many times, I queue up for a game, find one, get in the lobby, everything's going fine. But when I try open up my rune page to change it, I just can't. All I get is the 5 basic pages, can't change any of them and can't create new ones either. Am I the only one with this bug?

I got the same bug, sometimes it's working but atm not even a restart is working
