[CLIENT] Champion has been banned when it hasn't

This issue is happening very frequently to many players and streamers. Wingsofdeath has it happen daily pretty much.

If you hover a champion sometimes the new client tells you your champion choice is banned when it wasn't, often causing you to unintentionally dodge because you can't lock in and lose lp plus get a leave timer.

This is a pretty bad bug because it happens so frequently to many people.
