Remake Not an Option with Player DC'd from Beginning of Game

So just a few minutes ago I was in a game and noticed in the very beginning that our top laner (Lissandra) was AFK (not moving, etc) in center of our fountain. Usually that means the person failed to connect, or disconnected in beginning of game, unless I am wrong in assuming that?

Anyways, we continued to play (whole team knew remake was coming since she never moved, bought anything, etc)...

So the 3 minute mark comes along and as my team is all frantically typing "/remake" we all notice the texts that pops up and states "You can't /remake unless a player is DC'd or AFK etc etc" (not 100% sure on wording but basically cant remake unless player is afk/dc).

We all notice that we can't remake, even though clearly our top laner is AFK/DC'd and has been the entirety of the game.

I know on the remake part it says "First blood against a player's team before they leave/dc will prevent a /remake vote.", well this person AFAIK was AFK from beginning of game, and never did anything.

So if someone AFK's or DC's at very beginning of game, but first blood is against their team, you can't remake? So basically the remake system is broken as far as what it says it should be doing in text form?

The link is the match history of it, not sure if it is needed or what not but you can clearly see she did nothing no damage, no wards placed, no gold spent, etc etc.

TLDR; Joined Game, Top Laner AFK from start, Can't Remake, GGWP -16LP.
