Unable to use abilites.

I am posting it here because of : "We encountered an error while trying to process your bug report. Please try again in a moment"

At the end of the game (like 30 secoI couldn't use any of my abilities. The text "Can't do that right now" was showing up. ​Before the bug my ping jumped to aroung 200ms. But when the bug happened the character was moving without any dealy. So I don't think it had to do anything with my connection. For now it's fine but I am still posting this because it happened to me and I want to know how the hell did this happen.
