Rammus long time bug that's been around forever

This bug has been around for a long time and stilll hasn't been fixed in FOREVER I'm talking pre 6 patch could even be longer. if you use the Full Metal Rammus skin he has NO voice during taunts/ laughing. he will do his normal "ok" while walking around, but never will you hear him say anything while taunting. I'm guessing the sound file isn't linked to the skin? (mind you I have done full clean installs on multiple PC's and re-installs ands this bug has always been there)
