OCE SERVER: Blue side bot tower does not target minions

Got out of a normal game, where the blue side bot lane tower would not target minions at any point of the game. Full waves of minions would crash into the tower without it firing at one of them. Could still gain tower aggro by damaging enemies under tower, I couldn't tell if the tower would target players without them aggroing it by targeting enemies.
