Returning User: Issue Joining Matches after Queue to join pops...

Ive played this game for years now and try to return to play, now im receiving a queue join issue. I join the queue and the option to "Join or Decline" comes up, and before i can click to accept it, it auto removes me and prompts me i declined it when i did no such thing. Now after 3 times trying to join... i receive a penalty for declining. and i cant play... please help. i tried restarting my client, and comp and no fix..
