[GAMEPLAY] Ziggs gets Homeguard and Alacrity enchantments on Boots of Swiftness

While playing Ziggs in my last match (A custom game with only bots and myself on Summoner's Rift) (Roughly 3:20pm EST on the NA server), I encountered an interesting bug after first purchasing normal boots, laning, then purchasing Boots of Swiftness, laning, then finally purchasing the Alacrity enchantment. What I noticed was that I was appearing to get the benefits of the Alacrity enchantment on Boots of Swiftness (I had a total +85 Movement with no other movement increasing items or masteries), but whenever I respawned or went back to base, I would also get the bonus movement speed from Homeguard on top of the speed I had already been granted from the item.
