Didn't Ban... Was in 2nd slot

My friend and I were duo queuing, and we were first picks, so we were 1st and 2nd slot. So, we were just loitering in the lobby, and then we get kicked out of it, as someone didn't lock in a ban. OK, well we assume we can just start again and apparently he was the one who didn't lock in a ban, and got timed out for 6 minutes. Usually, the 3rd slot is the person who bans, and even if he had to ban for some reason, he didn't get any notification he had to, especially that loud ticking in the last 10 seconds.
