Leaver buster

i was in a game and i was picking my champ, there was one person before me ( in my team) picking theirs i couldnt lock in with before them even tho we where in the same set but okay. so he waited clearly saying he was going to dodge, last second he locked in and i was kicked for not locking in.

why am i punished for what someone else did.
