Mystery skin gifting not working

I gifted two mystery gift skins to my friend, but while it says they are online and that I sent the gifts, they say they are not receiving the gifts, nor am I getting the notification that they received it either. I'm assuming that this is a bug, due to the fact that i have the gifting receipts to prove I sent the gifts in the first place.
