A Question About NURF (I think it is a bug of NURF, too.)

Eh.. If im not wrong... 's E costs 120 energy right? if +100% mana and energy cost on all abilities is real, it costs 240 energy. But he only has 200 energy as well. So he will never use E again? Please explain .

That means it is time to buy energy runes methinks. Also, wasn't his energy cost for E lowered to 100?
