Needing to last hit minion to use spoils of war

I was playing kalista and my friend was supporting me as thresh. To get the passive on Relic Shield to work he would need to last hit the minion with just his damage. The execute was not occurring " spoils of war - Melee autoattacks execute minions below 200 + (100% AD) health." The gold and health would be passed over if thresh killed the minion but the execute was never present. This progressed throughout the game even when Thresh built Face of the Mountain.

Thresh is a ranged champion.

And that matters because the execute damage only procs on melee attacks (it's in the tooltip).

execute only occurs for melee attacks. Thresh's AA is considered ranged

EDIT: Although Kalista's W passive makes it easier for a thresh to last hit minions than any other marksman so you shouldn't have too much issues.
