Sion Bug Can't use Q and R skills disabled

When playing against Blitz, sometimes after getting silenced by Blitz's ult, Sion's R and Q skill is disabled. He is rendered useless for the rest of the game.

I'm not sure if all silence skills are applicable but it happened 2 times with Sion vs Blitz with me. I was able to fix it once by alt tabbing a bunch of times and reordering the hotkeys.
