6 Days Since Patch 7.10 And Some People Can't Even Start League

It's been 6 days since the release of patch 7.10 as of today. Some people, cannot even play league after patch 7.10, despite the fact that nothing's wrong when it was still patch 7.9. The issue is that when we try to start league by clicking the new logo, it doesn't start, but when we try to click the old client, it shows us the window for the old client and when we click "Launch", nothing happens; actually, I'll show you a video here that shows the problem.

We have tried various thing, reinstalling, restarting the computer, making sure we had admin permissions, etc but it still doesn't work. I assume that the the issue is being checked by the developer and is getting fixed, but since we haven't receive any official statement, I could be wrong. So please, can we receive an official statement on what is going on and how to fix it as soon as possible? If not, please give us a reasonable excuse.

I'm sure this might sound like a rant, but really, we just want to play league and we're hoping that we could get a reasoning about this.
