Rift Scuttler Speed buff doesn't effect Lucian while "The Culling" is active.

One game this week, I found myself in a team fight in bot side river, I used The Culling to kite out the people focusing me and I planned for the Scuttler buff to help me do so... but it didn't help and I died for it >. <
