There's some minor flaws in the way this item works on him. From the basic 850 gold item all the way up to the full one. It's not "executing" minions. That's about it. Doesn't matter if a teammate is nearby. Hitting a minion does not execute it. The ability is stored on him, til he last hits a minion. Whether or not the teammate gets the gold. I don't know.

Thresh is ranged, so it's working as intended. Targon proc still works, but you have to manually last-hit instead of getting the execute.
I would suggest rereading the item's tooltip.

Not a bug. Thresh is ranged. However Thresh's E building up damage between hits allows him to more comfortably last hit minions that most other ranged supports which is why you see it on him.

It's working as intended since thresh is ranged and you need to be melee to proc the execute.
