Skin boost on ARAM not functioning

So I have tried the skin boost on aram many times, and every time I do it does not unlock all the skins for the other players, or myself. This occurs virtually every time, and is getting quite frustrating. This also happens when other people use the skin boost as well, myself and my friends will only have access to one or two additional skins.
