Kalista w passive

Hello Riot

I just played a game as janna support with a kalista adc. When the game started, my adc missclicked and linked with our jungle. When she bought a new '' black Spear'' and linked with me (janna support), we noticed the ''w '' passive 12% hp double autoattack proc wouldnt activate. I dont know if this is meant to punish fails or if it is a bug so I thought id mention it
