Stormrazor unique passive completely non-functional on Ashe.

Outside of actually forcing the attack to be a crit to trigger any crit related effects Storm's Edge has no damage effect on Ashe due to being overridden by her passive.

While I do agree that this seems to be game mechanics working as intended and potentially not really a bug. I do think that forcing it to override her passive in cases where Storm's Edge would do more damage than a passive based crit or even in cases where the target is not chilled would make more sense (and would stop the item from being dead on her, although would still be an unlikely item choice).

I don't think Stormrazor absolutely needs to be functional on Ashe. Ashe is a crit building champion, so I don't think Storm Razor is meant for them.

It is just not a good item on her and, as you mention, it is working as intended. You don't want to rely on the item's passive to kite because you already have a built in slow on autos. You also want to be constantly auto attacking for your Q.

There's no requirement to make every item decent for every champion. Simply put, there are items that are suboptimal to use on certain champions even though they work great on others. And that's completely fine.
