[GAMEPLAY] Champion Mastery Levels Not Loading

Hi,

Bug Description: Champion mastery emote / banner does not load on character once game has started (level 4 / 5)

Example: Player is champion mastery level 4, champion is selected, there is no banner on game loading screen, no ingame emote (message displays you have not unlocked this emote), once game has finished player is granted mastery experience as normal with mastery point circle displaying correct level etc.

Reproducible: Occurs randomly and does not appear to be caused by any specific action. Can occur first time champion is selected after login or after multiple games in a single session with the same champ having no problems prior.
