Protobelt + Annie stun not working. Bug perhaps?

I've been hot for the protobelt since its release, and I've been using it quite a bit. On three separate occasions, however, I've noticed that the stun was not working if I cast Tibbers during a protobelt-dash. I've tested this three times. I'm sure I hit, as the damage happened, and I'm sure I had stun, as the counter reset after tibbers landed.

Is this intentional? I could not find any text or tooltip information that gave implications that this was not supposed to work, and the patch notes even mentioned Annie specifically when talking about the belt.

the item has a short period of time where it disables casts. they didn't want it to be used to extend spell ranges...which is the whole point of the item.

I just tried another game. I did not have protobelt, and another tibbers stun refused to proc the stun portion of the show.

Maybe this is an issue with Annie, and not the protobelt? I mayhave had revolver at the time, but I'm not sure.

Later, I attempted a protobelt-dash+Incinerate, to see if it was Tibbers related. The incinerate hit, the stun counter reset, but the target was not stunned. The stun bug does not seem to be related to tibbers or the protobelt specifically. Perhaps an issue with ANY hextech item?

Annie stun is bugged with Tibbers at the moment.... Try landing your stun with Q and W and then summon tibbers, he will stll get enraged

More tests.

-Tibbers with Luden's Echo, Sorc shoes, Eye of the watchers. No stun. -Tibbers with Luden's Echo, Sorc shoes, Eye of the watchers, hextech revolver. No stun. -Incincerate (W) out of a protobelt dash, with above items. No stun.

I thought it was just me, but yeah there were times I was 100% sure my stun was up, and it did not stun. Also the Tibbers Ai is kinda bugged too, sometimes Tibbers won't go after the target I selected on cast.

Ive used annie without protobelt and have still had the R stun not work. Annie is bugged to hell right now.

Still happening today. Flash+W gets no stun and no damage. Had hextech revolver, did not even finish protobelt this game.
