Ezreal's mystic shot and guinsoo's rageblade

Not sure if this was intended, but in 5.23 Ezreal's mystic shot stopped applying stacks of guinsoo's rageblade. There was nothing in the patch notes about this. Ezreal's mystic shot still applies guinsoo's rage once you get 8 stacks, however you cannot generate stacks with mystic shot whether it landed on a target or not.
