Cant connect to the internet

Game says it may not be able to connect to the internet, tried turning it on and off again, connecting to a different network. Then I just decided to reinstall.

It isntalled but now it is downloading patches, except all I see is the loading bar, no ETA, no % completion. Just the empty bar and the League of Legends logo above it, and it doesnt seem to be filling.
