Cannot target minions randomly during game. Have to restart client and reconnect.

Happened 4 games now. Once when top lane Rengar as the clip shows and 3 times as jungle shaco (Random points in the game) Completely ruined my jungle path early game since reconnecting takes 30 seconds - 1 minute. Just wondering if anyone is getting this at all or if they have any suggestions on what it could be?
