Honor bug?

At the moment i have honor level 2 with 3 checkpoints since the start of the season and i am so confused about how im not level 3 at least. Im currently level 69 and i get honors often some of my friends who are much lower lvl than me have honor lvl 3 one of them is level 52 and has honor lvl 3 with checkpoints. I have not gotten banned or chat restricted and i dont flame that much my friend who i know and play with sometimes flames everyone if they even go 0/1 so im calling this a bug cause i dont know how is this possible i have been getting honored everyday at least once or twice somedays i even get 6 honors and i play everyday. So i just want to know is this a bug cause there is no way my friend who is such lower level would have almost all checkpoints for lvl 3 and im still not even level 3. If its not a bug which would be really weird i would like there to be a progress bar to know how close i am for the next level.
