Mordekaiser self-slow

With a certain combination of items, I believe it's titanic hydra maybe just by itself, but definitely in combination with sated devourer, sterak's gage or guinsoo's rageblade. on the second stack of morde's q, he somehow applies a self slow what appears to be several times rapidly in short succession, making it pretty much impossible to ever hit the 3rd stack on a moving target. this seems to happen 100% of the time, so it's probably something worth looking at.
