My PBE account wont work

I got word that I was accepted for testing downloaded the client but every time i log in to the PBE account i made it doesnt bring up an opportunity to create a summoner name just everything is black and stays that way. When i try to log on to the boards it says unable to retrieve. What could be the cause of this?
