Rougue Admiral Garen URF, E doesn't get increased cd

So, I just had this game, and I feel like we lost it because my E was bugged. I saw other Garen s permaspinning pretty early on (probably by maxing E), and I was all hyped up, I wanted to be on the other side of Judgment, for once. Well, with 5 points on E, the cd was still of 1.8 seconds (just like with one point on it) after judgment ended. Nothing special, but it pissed me off (that, and the inting 1/20 Kennen). I'm assuming it's because of the skin, since base Garen didn't have those problems
