Patch 6.21 freeze at loading screen

The problem is that, after I installed 6.21 patch (in which Riot included the blue circle in the loading screen), lots of spectates and teemoing matches freeze on loading screen, often it does not load and remains at 0%, freezing all my pc and forcing me to restart pc manually. I tried to reinstall the patch, unsuccesfully.
