Gameplay Speed Reduced IN GAME

I was playing a Norms match and my game got tabbed due to a random pop-up and the game bug splatted. Now when i got back in the client was thoroughly messed up. The game play SPEED was actually reduced. Ex: Watching recorded game play off of Replay.gg and putting it's speed to 0.5 was how the IN GAME speed was for me. No one else seemed to be having the issue and every once in a while my game would buffer and jump up in the speed to compensate.
