[CLIENT] Low FPS unless ALT key is held down

Pretty much the title says it all, I receive low fps(7) unless I hold down the alt key. This occurs throughout the entire client including the home screen, character selection screen, login screen, etc; where it is noticeable in the response time of the tiles on a mouse over, or stuttering animations. It is near impossible to play the game at all, even after changing key bindings to incorporate the alt key, there are a lot of intermittent actions that require releasing the alt key.
