Abilities not working [GAMEPLAY]

This happens every few games and it is really annoying. Happens in ranked, normals, even the weekly game modes. Load in, use shortcut keys to use the first ability point. Go to use ability, and nothing happens.

The ability icons aren't faded out or anything. Tried switching to quickcast, still nothing. It's like the keys are not responsive. But I can still type in chat with them and obviously it worked when I put a point into an ability. Indicators won't even show up.

I have to leave the game, close the client, re-open the client and reconnect. Sometimes I have to do it more than once. Nothing else helps. I've seen a few other discussions anywhere from 2 years ago to 6 months ago and still there isn't a fix.

Also, I have factory reset my laptop. I had Windows 10, never had any issues with this, just that my graphics driver would crash. Since reverting back to Windows 8.1, no graphics driver crashes but the abilities won't work. This happened before when I first got the laptop 2 years ago. Yet there's still no fix.

I have noticed it happens more frequently if I'm to alt-tab during the loading in screen, so I tend to not alt-tab but it still happens about 40% of the time.

It makes me loathe this game because I get reported for having to disconnect and re-connect to fix the issue.
