Still can't scout others or Watch after death.

I know I am not the only one having this problem so i am wondering if and when will it be fixed, because I can't scout people when they can scout me and it's making huge disadvantages and I feel like if this is a bug then it needs to be worked on as soon as possible...and when I die I can't watch anyone. When I click on anyone to watch or scout it just changes the angle of my picture still showing me and no one else.
