Full Back-line Carosel Exploit

A summoner by the name of Toronto Raptor with club tag UTSC! had a full backline and a full roster on the board. He went into carosel phase and picked ashe (despite already having a lvl 3 ashe) I figured he'd sell it for the recurve bow but he just left it on board and had an extra unit. When next round began the ashe started fighting (DESPITE being over the unit cap). We called him on it and he left it on the board until he could actually reach the next unit level (about 5 rounds later) by which time he had run the game and cheated his way to victory.

Exploitation in TFT is still exploitation right? How does riot plan to deal with exploiters in TFT?

I've had the issue of having a full back line (waiting on 1 more of a certain champion to make a level two or three, often for two or three different champions) and carousel happens I'm unable to get the champion I want to finish off one of my sidelined ones or simple one isn't offered and I end up with an extra and it ends up on the field and again the shop doesn't provide what I'm looking for so that champion that's extra fights. No it's not fair, but that's riots thing to fix. I've had 2 games where I ended with over the cap, one I won the other I got 4th. It's a bug, and I'm sure will be dealt with. The game is still in beta. I know I don't want to be banned or suspended simply because I have a full sideboard and don't want to miss out of getting one of my champions to a higher level.
