Mage Atrox not double casting

I was playing a chill game of tft where i've got 2 spatulas so i decided to go 6 mages. The problem was that i thought going mage is a good ideea, realizing he can't double cast his ultimate because he gains the mana back faster than he cast his ult, so he double cast the animation only, not dealing the first ultimate damage
